Method
-             Heat oil in a heavy stockpot over medium heat. Add onion, bell peppers, garlic and salt and cook until tender, 7-10 minutes.
 -             Add spices, tomato paste, diced tomatoes, and water.
 -             Turn down to medium-low and cook for 15-20 minutes, occasionally stirring, until thickened.
 -             Add beans with their liquid to chili and simmer for 25-30 minutes.
